Contract 2: Highway 3 Widening From Essex to Leamington
Class Environmental Assessment Process
The Highway 3 Widening Project is being completed in accordance with the Class Environmental Assessment (EA) for Provincial Transportation Facilities (2000) as a Group ‘B’ undertaking. Two (2) Design and Construction Reports (DCRs) have been prepared to document the detailed design, public and agency consultation completed and environmental mitigation measures that will be in place during construction. DCR #1 documents the majority of the project, while DCR #2 documents additional drainage improvements which required additional time to secure approvals.
Consultation
The Notice of Study Commencement was published in the Essex Free Press on May 25, 2023 and the Leamington Southpoint Sun on May 17, 2023, and mailed to parties on the project contact list. A copy of the Notice is available for download or viewing here.

The Notice of Completion for DCR #1 was published in the Leamington Southpoint Sun on Wednesday December 20, 2023 and the Essex Free Press on Thursday December 21, 2023. The Notice of Completion was also mailed to parties on the project contact list. A copy of the Notice is available for download or viewing by clicking the button to the right.
Work following the EA process will be delivered in two (2) phases. DCR#1 documented the majority of the project and was published in December 2023. Construction for works documented in DCR#1 began in February 2024. DCR#2 documents additional drainage improvements which required additional time to secure approvals.
The Notice of Completion for DCR #2 was published in the Leamington Southpoint Sun on May 1, 2024 and the Essex Free Press on May 2, 2024.
