Class Environmental Assessment Process

The Highway 3 Widening Project is being completed as a Group 'B' undertaking under the MTO Class Environmental Assessment for Provincial Transportation Facilities (2000). Group 'B' projects are considered approved, subject to compliance with the Class EA. The EA process involves the collection and integration of input from various engineering and scientific studies, as well as public, Indigenous and agency consultation.

As part of a Group 'B' undertaking, a Design and Construction Report (DCR) is prepared to document the Detail Design and Class EA process, including the scope of work, potential impacts and mitigation measures. The DCR is made available for a 30-day public comment period which is advertised through a Notice of Completion.  Following the comment period, the project receives Environmental Clearance to proceed to Construction.
